SUMMARY JOB DESCRIPTION
Serrano Water District (District) is seeking a candidate who is looking for an entry level position at a small water district providing water service to the exclusive community of Villa Park and a small area of the City of Orange of 2280 service connections, two groundwater wells, a PFAS treatment systems and over 40 miles of pipeline.
Under training and direction, will perform a wide variety of skilled and semi-skilled work in the construction, meters, PFAS treatment plant operations and maintenance, repair and maintenance of the water distribution system, and related facilities; performs related work as assigned. With the appropriate PPE’s, works outside in mud, dirt and varied outside construction environments. T
On the job training will entail; Installs, services and repairs fire hydrants; relocates meters; makes repairs to service and main lines; operates heavy equipment; backhoe; read meters; turns, changes and adjusts valves; performs a variety of water maintenance/replacement of pipelines, hydrants, meters, Cla-Val, valves and appurtenances; reservoirs and booster stations; PFAS water treatment plant, and pressure stations; maintains and cares for equipment and tools; performs manual labor when needed; cleans up around job sites.
Responds to emergency calls in off hours as required
Applicant must be High school graduate, possession of a valid class C driving license and a good driving record. Must be able to work a varied shift, assume standby duties, and be on call every fourth week as assigned by the General Manager.
The applicant must possess a California Water Distribution Operator Grade 1 Certificate as issued by the State Health Department at time of application as well as a California Water Treatment Plant Grade 1 Certificate as issued by the California State Health Department is required at time of application. Any job advancement will be dependent upon increased levels of certifications, education, experience and aptitude.
9/80 work week.
At this time 100% paid HMO medical for employee and dependent A very small payment for PPO coverage is required. Plan varies slightly depending upon PPO and HMO cost changes.

DEFINITION
Under general supervision, this entry level position operates and maintains the District’s water distribution and treatment systems. This includes wells, booster stations, chlorinators, reservoirs, telemetry control room, PFAS filtration and other water distribution properties. Performs related work as assigned.
CLASS CHARACTERISTICS
Systems Operator I is the entry level class in this series. Initially under close supervision, incumbents learn District procedures and system operation and maintenance skills. As experience is gained, there is greater independence of action within established guidelines.
EXAMPLES OF DUTIES
The duties listed below are illustrative only and are not meant to be a complete and exhaustive listing of all the duties and responsibilities of this classification.
· Determines water production and water importation requirements based on forecasted demands; moves water between systems to meet actual and predicted demand; operates a variety of wells and booster stations to meet forecasts and demands for water; maintains a daily diary of operations; responds to emergencies as needed; prepares a variety of reports and maintains a daily diary and record of operations.
· Operates disinfection equipment and handles disinfection agents; ensures that safety procedures are implemented and followed in the course of the work; performs a variety of repairs and preventive maintenance using proper safety equipment and practices; makes minor electrical repairs and adjustments; orders supply as needed.
· Maintain and exercise valves, air-vacs, Cla-Val. Repairs and installs service laterals and mainlines.
· Meter reading – Monthly required to read meters for two to three days on average which requires climbing steep streets at times varying over a 9-hour period.
QUALIFICATIONS
The level and scope of the knowledge and skills listed below are related to experience, proficiency and complexity of work activities as specified under Class Characteristics.
Knowledge Of:
· Water distribution and operations systems, including wells, pumps, chlorinators, telemetry, pressure reducing stations and other components related to the flow and chloramination of water.
· Basic mechanics, electronics, hydraulics and telemetry as well as modern PFAS/PFOA water treatment and distribution techniques.
· Methods, materials, tools and equipment used in water distribution and plant operations and maintenance.
· Safe work methods and safety practices that pertain to the work.
· Applicable laws and regulations.
Abilities:
· Handling oxidizing chemicals and solvents in a safe manner.
· Preparing and maintaining a variety of accurate written and computerized records and reports pertaining to the work
· Moving water within the system to meet District needs
· Operating and maintaining tools and equipment used in the work.
· Using and maintaining telemetry components and equipment.
· Identifying and implementing effective courses of action to ensure completion of assigned work.
· Establishing and maintaining effective working relationships with supervisors, staff, and other District personnel.
· Analyzing problems, evaluating alternatives, and reaching sound conclusions.
· Respond to emergencies as necessary.
Typical physical and other activities:
· Operates District vehicles to travel between District plants and facilities.
· Must be able to carry, push, pull, reach, and lift equipment and parts weighing up to 60 pounds.
·Bends, stoops, kneels, climbs and crawls during plant maintenance and repair work.·
· Regularly required to stand, sit and walk and go up and down facilities, stairs and ladders.
· Meter reading – Monthly required to read meters for two to three days on average which requires climbing steep streets at times varying over a 9-hour period.
· Works in an environment with exposure to dust, dirt, chemicals and significant temperature changes between cold and heat with the appropriate PPE’s.
· Must have sufficient flexibility and stamina to work in cramped conditions, and to maneuver under and around equipment in the course of the work.
· Able to communicate effectively, both orally and in writing with co-workers, customers and other industry colleagues.
· Regularly uses a telephone for communication.
· Uses office equipment such as computer terminals, copiers, and fax machines.
· Will utilize Excel and Word to write reports and report daily activities and accomplishments.
· Hearing and vision correctable to normal ranges.
· Beard or facial hair will need to be removed in the event of responding to ammonia or chlorine events where a half face mask is necessary in response.
Desirable Qualifications
Any combination of education and experience which would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:
Education: Equivalent to graduation from high school. Some knowledge of basic operations of water distribution and control equipment is desirable, as is knowledge of basic mathematics, electronics and hydraulics.
Experience: Current or previous employment at a water agency is desirable but not necessary if an applicant meets minimum certifications requirement. Plumbing, AVAC, or other technical trades that display a level of mechanical or complex aptitude is a plus.
Other Requirements:
Driver’s License: Possession of a valid California Class C driver’s license may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to physical disability will be considered for accommodation on a case-by-case basis.
Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) years duration. The driving record will not contribute to an increase in the District’s automobile rates.
Certification: The applicant must possess a minimum of a California Water Treatment Operator Grade 1 Certificate, and a California Water Distribution Operator Grade 1 Certificate as issued by the California State Waterboards.
Standby Duty: Standby is mandatory and after sufficient training this position will then be on a every four-week rotation. This position will be part of a four-person field crew. We expect this to occur after three to six months of training.
After hour/Emergencies: At times there will be main breaks and other service interruptions after hours. There is a reasonable expectation that an after-hour request for your assistance may be needed.
