UTILITY SERVICE WORKER I

Salary: $5,412- $7,101 Monthly (Non-Exempt Position)

GENERAL PURPOSE

Under supervision, performs a variety of entry-level work in the construction, modification, maintenance, and repair of District water distribution system and infrastructure; uses and operates a variety of manual and power tools and light to heavy power-driven equipment; and performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.     Performs construction, maintenance, and repair activities of District water utilities systems and facilities to ensure safe and efficient access for the public, including fire hydrants, pipelines, water production facilities and related pumping equipment, residential and commercial water meters, valve cans, meter boxes, water distribution valves, storage tanks, and related facilities.

2.     Performs water meter maintenance, including installing new meters, testing and repairing meters of various sizes, repairing leaks, and replacing meters as necessary; installs service lines for newly developed properties and accounts for the installation of meters for new homes; cleans weeds and bushes and trims trees around meters; performs shut-downs of services, as required.

3.     Inspects and conducts field tests of meters for unusually high or low water usage and determines defective equipment.

4.     Repairs concrete after water distribution system maintenance, including sidewalk panels and temporary street patches.

5.     Operates and maintains District vehicles and a variety of light, medium, and heavy equipment related to the construction, maintenance, and repair of water utilities systems and facilities.

6.     Operates a variety of hand and power tools and equipment related to work assignment as instructed.

7.     Takes samples to measure system performance and to ensure compliance with water quality standards; delivers samples for further testing and analysis; maintains records.

8.     Responds to customer complaints regarding leaks, low pressure, high pressure, and water quality; distributes customer notices regarding their water service.

9.     Performs maintenance and landscaping duties on District premises.

10. Installs street barricades and cones, and controls traffic around work sites to ensure safe conditions for the general public and District staff.

11. Responds to after-hours emergencies and assists other staff as needed in emergency or relief situations.

12. Operates a vehicle to drive to various District facilities. Performs on-call, stand by duty on a regular basis.

OTHER DUTIES

1.      Assists in reading water meters on assigned routes and records readings when needed.

2.     Maintains accurate logs and records of work performed and materials and equipment used.

3.      Performs related duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Knowledge of:

1.      Basic maintenance principles, practices, tools, and materials for maintaining and repairing potable water distribution main and lateral pipeline systems, including residential and commercial water meters, valve cans, meter boxes, and water distribution valves.

2.      The operation and minor maintenance of a variety of hand and power tools, vehicles, and light to heavy power equipment.

3.      Operational characteristics of specialized water utilities maintenance and repair equipment.

4.      Occupational hazards and safety equipment and practices related to the work, including the handling of hazardous chemicals.

5.      Basic troubleshooting and repair estimation principles and practices.

6.      Safe work methods and safety practices pertaining to the work, including CAL OSHA rules and standards.

7.      Traffic control procedures and traffic sign regulations.

8.      Basic record keeping principles and procedures.

9.      English usage, grammar, spelling, vocabulary, and punctuation.

10.  Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.

Ability to:

1.      Learn and perform construction, modification, maintenance, and repair work on water distribution main and lateral pipeline systems, including residential and commercial water meters, valve cans, meter boxes, and water distribution valves.

2.      Operate specialized water utilities maintenance and repair equipment.

3.      Learn, interpret, and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions.

4.      Follow department policies and procedures related to assigned duties.

5.      Operate, maintain, and calibrate a variety of hand, power, and shop tools related to the trade.

8.      Make accurate mathematical calculations.

9.      Organize own work, set priorities, and meet critical time deadlines.

10.  Use English effectively to communicate in person, over the telephone, and in writing.

11.  Use tact, initiative, and prudence within general policy, procedural, and legal guidelines.

12.  Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Training and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be

Equivalent to completion of the twelfth (12th) grade and one (1) year of experience in the installation, maintenance and repair of water distribution systems, facilities and equipment.

Licenses; Certificates; Special Requirements:

Possession of a valid California class C driver’s license and satisfactory driving record.

Possession of a California Water Treatment Operator Grade 1 Certificate or a California Water Distribution Operator Grade 1 Certificate issued by the California State Water Resources Control Board or American Water Works Association (AWWA) within six months of appointment.

5.      Frequent walking in operational areas to identify problems or hazards

6.      Finger dexterity is needed to access, enter, and retrieve data using a computer and to operate above-mentioned tools and equipment

7.      Bend, stoop, kneel, reach, and climb to perform work and inspect work sites 

8.      Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 40 pounds, or heavier weights with the use of proper equipment

ENVIRONMENTAL ELEMENTS

Employees work in the field and are exposed to cold and hot temperatures, inclement weather conditions, road hazards, loud noise levels, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff, public and private representatives, and/or contractors in interpreting and enforcing District policies and procedures.

WORKING CONDITIONS

 Required to be on-call and work various shifts and emergencies during evenings, weekends, and/or holidays.
