Salary: $85,343.54 – $106,582.32 ANNUALLY

Under general supervision, schedules and leads the maintenance and repair of water treatment systems, water distribution systems, sewer collection systems, storm drainage systems, streets, trails and right of ways for the City of Norco.

ESSENTIAL FUNCTIONS:

TYPICAL DUTIES & RESPONSIBILITIES:

Prepares and assigns daily work schedules; meets with Public Works Superintendent to establish priorities for existing and proposed work assignments; oversees the maintenance, repair, or construction of water treatment systems, water distribution systems, sewer collection systems, storm drainage systems, streets, trees, trails and right of ways; orders materials and supplies necessary to complete assigned work.

Develops and implements maintenance and safety programs for department; travels to work sites to inspect work in progress for compliance with plan specifications and safety regulations; meets with contractors and the general public to provide information and assistance regarding current or proposed projects and researches, responds to and resolves complaints or issues; performs other related duties as assigned. Provides assistance to the Public Works Superintendent in reviewing and closing work orders submitted by staff.

CLASS CHARACTERISTICS:

This is a middle management position in the Public Works Department. This position supervises staff and performs a wide variety of public works duties related to Maintenance Worker Series, Water Quality Control Technician, Sewer Collections Technician, and Public Works Inspectors. 

CONTACTS AND RELATIONSHIP:

This position has the majority of their interaction with the public, contractors, vendors and other City employees.

SUPERVISION RECEIVED:

Public Works Director; Public Works Superintendent

SUPERVISION EXERCISED:  

Maintenance Worker Series, Water Quality Control Technicians, Sewer Collections Technicians, and Public Works Inspectors.

QUALIFICATION GUIDELINES:

The knowledge and abilities which are required to perform the duties and responsibilities of this class are as follows:

DESIRABLE QUALIFICATIONS:

Experience:

Three years of public works experience in water, sewer or street infrastructure maintenance and repair. Experience in all fields is not required and the City will provide training as needed.

Education;

High School Diploma or equivalent. 

License/Certification Required:

Must possess a State of California Grade III Water Distribution Operators Certification, a State of California Water Treatment II Certification and Valid California Class A Commercial Driver’s License.  The Class A Commercial Driver’s License may be obtained within 12-months of appointment. Possession of a Sewer Collections I or II Certification is highly desirable but not required. Some areas of assignment may require additional certification(s).  

Knowledge:

Knowledge of the construction, operation, maintenance and repair of water distribution, treatment, sewer collection and pretreatment facilities and infrastructure; pertinent federal, state, regional and City laws, rules and regulations; tree maintenance; street maintenance and traffic control signage regulatory requirements. Skill in oral and written communication and in establishing and maintaining effective working relationships. Ability to communicate with professionalism, courtesy and tact.  Knowledge of customer service and public relations practices, procedures and techniques. Knowledge of management and/or supervision; training; scheduling, assigning, delegating and evaluating work. Knowledge of personnel, employee relations, and safety practices/procedures.

Ability:

Skill in overseeing the operation and maintenance of multiple facilities and infrastructures. Must be able to balance a schedule of multiple projects and work assignments. Skill in oral and written communication, mentoring, training, and in establishing and maintaining effective working relationships. Ability to use computer hardware, software and peripherals related to area assigned. Ability to use proper English language including spelling, grammar and punctuation.

PHYSICAL REQUIREMENTS:

Ability to communicate orally, in person, and by telephone with management, co-workers, and the public in face-to-face, one-to-one, and group settings; use office equipment such as computer terminals; sit for extended periods of time; have hearing and vision within normal ranges; carry, push, reach and lift repeatedly up to 100 pounds; occasionally stoop, kneel or crouch; sufficient manual dexterity to operate equipment; walk on uneven terrain; work in an outdoor environment with possible exposure to extreme weather conditions, moving equipment, heavy equipment, moving traffic, dust, noise, toxic fumes and chemicals, infectious diseases, air and water borne pathogens and other potentially hazardous substances; stoop, kneel, crouch, and climb; work in confined spaces; work in trenches and elevated areas.

EMERGENCY SERVICES:

All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster. Employees must complete the required FEMA courses within six months of employment.
