Under direction, to perform a variety of chemical, biological, and bacteriological tests in the analysis of water according to standard methods and procedures; to provide regulatory support for water facility operations; and to ensure water system compliance with State and Federal regulations. Exercises technical and functional leadership over lower-level staff.

Examples of Duties:

Examples of duties may include, but are not limited to, the following:

  • Coordinates and schedules activities with outside laboratories, regulatory and other government agencies;
  • Monitors newly issued local, State and Federal regulations and legislation to keep current with the regulatory environment;
  • Performs and assists with inspections; documents observations and findings;
  • Establishes goals, objectives, schedules, and methods of water quality analysis;
  • Schedules, collects, and tests samples of influent, effluent, well waters, water distribution system, and other samples to ensure compliance with State and Federal regulations;
  • Analyzes test results and develops recommendations to better control treatment plant processes and increase plant efficiency within State and Federal guidelines;
  • Performs mathematical calculations and statistical analyses for test results;
  • Prepares and submits detailed and accurate records of tests conducted and their results;
  • Prepares chemicals, bacteriological media, and standard test solutions;
  • Cleans, maintains, and calibrates laboratory equipment and instruments;
  • Conducts special examinations, studies, and analysis;
  • Maintains inventory of supplies and inventory records; recommends supplies and equipment for acquisition;
  • Prepares cost estimates for budget recommendations and monitors and controls expenses;
  • Prepares, maintains, and presents reports;
  • Responds to inquiries and requests from the public, including customer service complaints;
  • Assists with training and orientation of new personnel and provides leadership to lower level staff in the safe and efficient performance of their duties;
  • Assists with work flow planning and scheduling;
  • Assigns and monitors tasks;
  • Participates and provides input into employee performance records and evaluations; and
  • Performs related duties and responsibilities as assigned.

Qualifications:

Experience:

  • Five years of experience working in a drinking water utility;
  • Three years of progressive experience working in the water quality field performing sample collection, analysis and water quality customer service. 

Education:

  • Equivalent to a high school diploma;
  • Some college level or technical course work in water treatment and distribution systems, chemistry, biology, or a related field. For college level coursework obtained outside of the U.S., an official equivalency evaluation is required.

Licenses and Certificates:

  • Possession of a Grade T2 Water Treatment Operator Certificate issued by the State Water Resources Control Board.
  • Possession of a Grade D2 Water Distribution Operator Certificate issued by the State Water Resources Control Board.
  • Possession of a Grade D3 Water Distribution Operator Certificate issued by the State Water Resources Control Board is highly desirable.
  • Possession and maintenance of a valid California Driver’s license at time of appointment.

Special Requirements:

Essential functions and duties require the following physical abilities and work environment:

  • Ability to work in a standard laboratory environment; exposure to outdoors and chemicals; ability to travel to different sites and locations.
  • Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 25 lbs.; exposure to heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, electrical hazards, and traffic hazards;
  • Must be available for on-call duty.
