Reports to: Operations Manager, Domestic

Supervises the following positions: Technical and maintenance staff

DEFINITION: Under general direction, plans, schedules, assigns, reviews and supervises the work of staff performing production, construction and maintenance of the District’s Domestic Water System; coordinates assigned services and operations with those of other District divisions and outside agencies; provides complex staff assistance to management staff in areas of expertise; and performs related work as required.

 

CLASS CHARACTERISTICS: This is the full supervisory-level class exercising independent judgment on diverse and specialized duties associated with the production, construction, and maintenance of the District’s domestic water systems, with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.   

 

EXAMPLES OF TYPICAL JOB FUNCTIONS:

1)     Plans, organizes, assigns, supervises, and reviews the work of staff providing duties in association with the District’s domestic water system; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.

2)     Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.

3)     Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.

4)     Coordinates assigned services and operations with those of other divisions and outside agencies.

5)     Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures

6)     Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.

7)     Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.

8)     Monitors and makes changes to the Districts SCADA system; oversees and manages the system alarms.

MINIMUM QUALIFICATIONS:

Education: Equivalent to a High School Diploma and Possession of a Foundational Leadership Certificate; or a minimum of 12 credit hours/units of Supervision/Managerial/Leadership courses from a CVWD approved program.

Experience: Five (5) years of increasingly responsible experience in activities related to operations, maintenance, and construction of a public water system, and three (3) years in a supervisory capacity.

Licenses and Certifications: Possession of a valid California Driver’s License, to be maintained throughout employment.

AND

Possession of a Grade D5 Water Distribution Operators Certificate, issued by the State Water Resource Control Board;

Possession of a Grade T2 Water Treatment Operators Certificate issued by the State Water Resources Control Board;

and possession of a 24-hour HAZWOPER certification, or be obtained within 24 months of appointment and be maintained throughout employment
