JOB SUMMARY:

 Under the direction of the Director of Operations and Field Services (Director), plans, organizes, directs and oversees programs and staff engaged in operating and maintaining the District’s potable water distribution system.

 

ESSENTIAL FUNCTIONS:

 1.        Oversees the day-to-day operations and maintenance of the District’s D5-rated water distribution system to ensure a safe and reliable water supply that meets or exceeds Federal and State quality standards.

 2.        Plans, directs, coordinates, reviews and evaluates work related to a wide variety of water distribution system operations, maintenance and quality assurance programs.

 3.        Serves as the District’s primary Technical Manager under the provisions of the State Water Resources Control Board’s (SWRCB) Environmental Laboratory Accreditation Program to ensure regulatory compliance and certification for the District’s water quality laboratory.

4.        Evaluates the operation and efficiency of the distribution system and ensures the development and implementation of predictive and preventive maintenance programs for reservoirs, pump stations, flow control facilities, water quality and the District’s Supervisory Control and Data Acquisition system.

 5.        Routinely conducts and evaluates condition assessments of critical assets within the distribution system and makes recommendations or implements capital improvement projects to support asset management programs.

 6.        Administers the District’s cross-connection control and backflow prevention programs and ensures compliance with the SWRCB’s Cross-Connection Control Policy Handbook.

 7.        Prepares reports, presentations, written documents and correspondence including staff reports, distribution system analysis and supporting documents for matters pertaining to the Operations Department.

 8.        Reviews, updates and ensures departmental programs related to regulatory, safety and the operation of the distribution system are implemented.

 9.        Represents the District before various governmental agencies and the public in matters pertaining to water supply and quality and issues regarding malfunctions to the District’s distribution system, including claims for damages.

 10.      Assists the Director with the design, training, implementation and coordination of the District’s Emergency Response and Disaster Preparedness plans. May act as the Incident Commander or as a key manager during incidents that require a coordinated emergency response by the District.

 11.      Operates a variety of office equipment effectively, including computerized financial systems, word processing, project management programs, management of records and reference material relating to the operation and maintenance functions of the Department.

 12.      Prepares and submits annual operating and capital budgets for the Operations Department.

 13.      Directly supervises and evaluates the performance of the following positions:

·        Water Distribution Supervisor

·        System Controls Supervisor

14.      May fill in for the Director in their absence and act as the Chief Water Distribution Operator.

15.      Performs related tasks as assigned.

 

QUALIFICATIONS:

 1.        This position requires a combination of education and experience that is acceptable to the State Water Resources Control Board’s Environmental Laboratory Accreditation Program for a position designated as a Technical Manager in a water utility. An example of qualifying experience is a bachelor’s degree in chemistry, biology, microbiology or a related science and three years of laboratory experience performing comparable laboratory duties. Alternative qualifications include graduation from high school and a combination of education and experience acceptable to the state and possession of a current certificate as a Laboratory Analyst/Water Quality Analyst from the California Water Environment Association or the American Water Works Association.

 2.        Must have a minimum of seven years of experience related to the operation and maintenance of water distribution systems and at least two years of supervisory experience is required. Four years of lead and/or technical experience related to the operations and maintenance of water distribution systems can be substituted for the supervisory experience requirement.

 3.        Must possess a Water Distribution Operator D5 certification and a Water Treatment Operator T2 certification (or higher) administered by the California Drinking Water Operator Certification program. 

 4.        Must have a valid California driver’s license and be acceptable to the District’s automotive liability insurance carrier.

 5.        Must establish and maintain effective working relations with other District personnel, vendors, local agencies and promote good relations with the public.
